RAPS was founded in 1989 by dedicated animal lovers who recognized the dangers to cats living on city streets, in alleys and industrial areas. There was no group helping the feral (wild) offspring of lost and abandoned cats. Cats that were wild, or tame but frightened, were quickly killed when taken to city animal control pounds throughout the Vancouver region that were then operated by another organization.

He was trapped by RAPS volunteers with 2 other males. All 3 had injuries that required veterinary care, and all 3 tested positive for the disease. Poor Baby was left at a boarding kennel and his owners never came back for him. The kennel contacted RAPS. When RAPS finally had Baby checked over at the vet, it was discovered that his owners had put a collar & tag on him, probably when he was about 8 weeks old, and never adjusted it.
